In 2010 the company took the strategic decision to make Belarus it core focus and while it continues to support clients in the Russian and Ukrainian markets, it is not actively pursuing work in these geographies.
Going forward the company’s sees that the combination of the Belarusian government policy
measures to reduce its high energy dependency on Russia coupled with its new foreign direct
investment emphasis has positioned Belarus for significant growth in the short to medium term for the environmental sector.
The National targets for 2011-2015 lay out the implementation of concrete measures in the biomass, biogas, wind, geothermal and energy efficiency sectors. During this period Belarus plans to set up around 120MWel. of new installed capacities in biomass, approximately 78 MWel in biogas and between 365 and 385MWel in wind sectors. Energy efficiency sector will be covered by retrofitting of existing energy infrastructure as well as application of new technologies like heat pumps, solar heating systems etc.
Both sector aggregation and new technology introduction opportunities for this market can be seen. Understanding governmental due process and system is key to successful execution. New market participants can greatly reduce their burden by understanding this and as a consequence enhance their returns. To mention only the opportunities which exist in the bioenergy sector, the government is planning to issue tenders concerning development and construction of 221 biomass and 102 biogas plants in the next four years.
